Mark W. Comley







On December 31, 2019, Mark W. Comley, one of the principal founders of this firm, our good friend and valued former partner, retired from the active practice of law. Since Mark will not be in this office on a regular basis, he will be missed but he has well-earned the opportunity to devote more time to his family and his outside interests. 

Mark is a graduate of William Jewell College in Liberty, Missouri and after securing his law degree at the University of Missouri at Kansas City School of Law, he practiced for 40 years, 26 of which were at this firm. His first position after passing the Bar was as an Assistant Attorney General for the State of Missouri. It was his representation of the State Office of Administration that introduced him to the field of public utility regulation. After entering private practice, Mark focused primarily on public utility law for his career and appeared before the Missouri Public Service Commission regularly. He was involved in the day to day regulatory activities of the utilities he represented, as well as the regulatory approval of major corporate events such as mergers, acquisitions and financings. 

His other clients included a number of local governments which he advised with respect to their administration and authority. He was twice appointed as Interim City Counselor for Jefferson City. 

Mark pursued other avenues of service in his community and profession. Mark was a member of the board of directors for the Jefferson City Day Care Center (now known as Little Explorers Discovery Center), the Council for Drug Free Youth and served on the Speakers Bureau for Central Missouri United Way. He served on the Steering Committee and as co-chair of the Development Committee for the building of the Etta and Joseph Miller Performing Arts Center in Jefferson City. He is a past president of Jefferson City Rotary West Club and a Paul Harris Fellow. He served as a member, and one term as Treasurer, of the Trustees of the Missouri Bar from 2000 to 2007, and a member of the Board of Governors of the Missouri Bar from 2007 to 2019. Mark is a Fellow of the Missouri Bar Foundation. From 2010 to 2019 he was a member of the Board of Trustees for Missouri Baptist University in St. Louis.
