Mr. Ruth has been practicing law since 1983 following his graduation from the University of Missouri School of Law. He also received his Bachelor of Science in business administration (accounting) from the University of Missouri-Columbia in 1980. He is admitted to practice in all state courts in Missouri, the United States District Court for the Western District of Missouri, and the United States Supreme Court.

Mr. Ruth focuses his practice on administrative law matters before various state agencies, including the handling of professional licensing disputes, sales and use tax appeals with the Missouri Department of Revenue, litigation before the Administrative Hearing Commission and employment matters before the Personnel Advisory Board. Mr. Ruth also devotes a substantial part of his practice to general civil litigation including personal injury and death claims, employment law litigation, real estate disputes and failure to provide adequate care in nursing homes.

Mr. Ruth is a member of the Missouri Bar and has served as a member of the Board of Governors of the Missouri Bar since 1996. Previously, Mr. Ruth served as a representative to the Young Lawyers Section Council from 1990 to 1994.  Ruth also served a two year term as a member of the house of delegates for the American Bar Association. He is a past president of the Cole County Bar Association.

Mr. Ruth is a member of the Cole County Planning Commission, is an elected member to the Jefferson City School Board, is a Rotarian with the Jefferson City Downtown Rotary Club and a member of the First United Methodist Church. Born in Jefferson City in 1958, he has been a lifelong resident of this city. He and his wife have two sons.
